Jaber was born in Baghdad, Iraq, in 1972, received the Master degree in Electronic and Communication Engineering from the College of the Electrical and Electronics Engineering, University of Technology (2004). He worked as the head of Information and Communication Technology ICT Department at the Middle Technical University.
